New Delhi. The British-built Council House is becoming its identity as the Parliament of India till 70 years after independence. After assuming power, PM Narendra Modi announced that a new building would be built and it would become the new identity of independent India. This will be the first Parliament which will be for Indians, by Indians and will be for Indians. After PM Modi’s Bhoomi Pujan, a target of 21 months has been set to complete this new building, which will be completed in October 2022 and the winter session of Parliament in December 2022 will be held in this new Parliament building itself.

This new building is being built in the old Parliament House complex itself, but all the old-fashioned heritage in this entire central vista will also be kept safe. A library, annexure, offices for ministers and chambers for MPs will also be built in this building. Along with this, a tunnel is also being made for the MPs to reach the Lok Sabha or the Rajya Sabha. The construction of the Chamber of MPs will start from April 2022 and will be completed by December 2023.

Now the discussion on those questions that why did PM Modi go to take stock of the work of construction of the new Parliament? Even as chief minister, Modi used to go to many places for surprise visits where he had little chance of completing the work within the stipulated time frame or to see if the work was going well. PM Modi knows that during the Corona period, there must have been some difficulty in the period of labor shortage and economic downturn, but after reaching the construction site at night, PM Modi gave a message that the work should now move forward rapidly.

The work of its construction was allotted to Tata Construction Project Limited through an open tender on 29 September 2020 for a total amount of Rs 862 crore. The construction work of this new building could start from 14 January 2021 as 10 petitions against it were filed in the court. Then also suffered the hit of Kovid. But after winning all of them, the work started and till now 30 percent of the work has been completed. PM Modi himself keeps reviewing the work of its construction and also keeps giving his suggestions.

Why was the need for a new parliament building
The present Parliament House was completed in 1927 and was named as Council House. When India became independent, it started being used as a Parliament House, but one thing was clear that in the world’s largest democracy like India, it was not able to give shelter to both the houses of Parliament. Since 1976, the number of Lok Sabha members has been restricted to 552, whereas in today’s era, each MP is representing about 25 lakh people.

At the time of independence this number was 5 lakhs. Therefore, the demand for increasing the number of representatives in Parliament has been continuously arising. The ban on increasing the number of Members of Parliament expires in 2026, so there was a dire need for a bigger Parliament building. Experts have already said that the old Parliament House is under tremendous pressure and increasing its capacity is not good from the point of view of its security. The danger of fire will remain in this 93-year-old building.

Also, it did not have the ability to handle more construction. Therefore, first Lok Sabha Speaker Meira Kumar on 13 July 2012, then Sumitra Mahajan on 9 December 2015 and now Om Birla wrote a letter to the government on 2 August 2019 demanding the construction of a new Parliament building.

The construction is being done in such an elaborate manner and with all the safety standards that the people involved in the construction claim that it will stand firm for 250 years. It will not only be a smart building but also it will be a 5 star platinum rated building. It will be completely secure, in which it will be impossible for cyber-penetration or any person to enter illegally.

This state of the art building will have additional seats to sit in the Lok Sabha. There will be a capacity of 876 seats in the Lok Sabha and 400 seats in the Rajya Sabha. Also, there will be about 1272 seats in the Lok Sabha hall in which a joint session of Parliament can be held. There will be much better facility of audio-video seating in Lok Sabha and Rajya Sabha. Along with this, there will be offices like Committees’ Rooms, Ministry of Parliamentary Affairs, Lok Sabha and Rajya Sabha Secretariat but there will be Central Constitution Hall and Gallery which will show case to the Constitution and other heritage. Along with this, 336 more seats are being put in the audience hall of both the houses.

In the inner part of the new Lok Sabha, there will be a glimpse of the national bird peacock and the national flower lotus in the Rajya Sabha. There is a Peepal tree in the courtyard of the Parliament House which has not been cut. After construction, people will also be able to see it in the new Parliament. At the top of the complex, Emperor Ashoka’s identity with his Lion Crown will be visible from afar.

Project Highlights
Durga Shankar Mishra, secretary of the Urban Development Department engaged in the construction of the project, says that there is a mixture of skill, speed and scale in the construction of this project. At the same time, it shows how self-reliant India is contributing to its construction. This construction has also benefited the economy during the Kovid period because till now 36000 metric tonnes of cement, 19000 metric tonnes of steel, 2250 cubic meters of flyash have been used and 6 lakh man days have been labored. 6000 laborers are working in which 4800 are working inside this premises and 1200 are working outside. Everyone has been vaccinated.

Durga Shankar Mishra said that it took only 45 days to dig its foundation and 165 lakh cubic meters of soil came out which was disposed and the whole of Delhi did not know how this much soil was taken out. 60 percent of the big stones found in the excavation of its foundation have been used again in its construction work. In 6 months 70000 cubit meter of concrete was used. Carpets, handicrafts, furniture are being made in at least 20 places across the country. As soon as the building is ready, all the materials will be ready, which will be installed in the Parliament House. This will be the contribution of self-reliant India in building construction.

Safe construction methods
This construction site is in the middle of Delhi and many historical heritage buildings are in this central vista. So that health and environment were not affected, the government gave a plot of 13 acres in Kirti Nagar, 18 km from the site, in which workers’ camp was made. An area of ​​5 acres was found around this site for storing the materials used in it. A total of 404 trees in which 13 were Jamun trees were removed from this place and planted in another place, in which 80 percent became green. To compensate for this harvesting, 4040 trees have been planted in NTPC’s Eco Park at Badarpur.

There are examples of many such projects in the world that have helped to recover financially during the pandemic. After World War II, Japan built the Tokyo Tower, which became the world’s largest freestanding tower at that time. It was bigger than the Eiffel Tower. But in this thousands of workers of Japan got work and the feeling of nationalism also emerged in the hearts of Japanese people. And this happened when the whole of Japan needed it. Only after this the economy of Japan rose rapidly. That’s why this tower recovered after the war and kept the spirit of the people of Japan in front of the world.

The same time came in America after the worldwide economic recession in 1929. Then President Roosevelt started the process of relief, reform and recovery from the recession under the New Deal policy. 1933–35 The US Public Works Administration spent $3 million on 34,000 projects. Due to this, thousands of people got work in public projects run by the government.

This new Parliament building will become the identity of India’s democracy, which will also be the identity of self-reliant India. The people involved in making it claim that it will be an inviting parliament, if Indians come from abroad and abroad to see them, they will feel that they have their own parliament.
