Naxal problem should end within 1 year, Home Minister Amit Shah urges CM of 10 states


New Delhi: Union Home Minister Amit Shah on Sunday urged the Chief Ministers of Naxal-affected states to give priority to the solution of this problem so that this menace can be eliminated within a year. He also asked for a joint strategy to stop the flow of money to the Naxalites.

Addressing chief ministers, state ministers and top officials of 10 Naxal-affected states, Shah said the fight against Naxalites has now reached its final stage and needs to be made swift and decisive, an official statement said. . Shah said the death toll due to Left Wing Extremism (LWE) violence has come down to 200 in a year.

The meeting was attended by Odisha Chief Minister Naveen Patnaik, Telangana Chief Minister K Chandrashekhar Rao, Bihar Chief Minister Nitish Kumar, Madhya Pradesh Chief Minister Shivraj Singh Chouhan, Maharashtra Chief Minister Uddhav Thackeray and Jharkhand Chief Minister Hemant Soren. West Bengal Chief Minister Mamata Banerjee, Chhattisgarh Chief Minister Bhupesh Baghel, Andhra Pradesh Chief Minister YS Jagan Mohan Reddy and Kerala Chief Minister Pinarayi Vijayan did not attend the meeting, but these four states were represented by senior officials.

The Home Minister urged all the Chief Ministers to give priority to the problem of Left Wing Extremism for the next one year so that a permanent solution can be found. He said that for this there is a need to build pressure, increase speed and better coordination. Shah said that it is very important to neutralize the sources of income of Naxalites. He said that the agencies of the central and state governments should try to stop this by making arrangements together.

Home Minister discussed these issues

According to sources, other important issues such as action against the main outfits of Maoists, filling the gap in security and coercive action by the Enforcement Directorate (ED), National Investigation Agency (NIA) and state police were also discussed during the meeting. .

The Union Home Minister said that if regular review is done at the level of Chief Minister, Chief Secretary and Director General of Police, then the problems of coordination at the lower level will automatically be resolved. Shah said the fight against the problem which has claimed the lives of more than 16,000 civilians in the last 40 years has now reached its end and there is a need to increase its pace and make it decisive.

Decrease in incidents of left wing extremism

Incidents of Left Wing Extremism-related violence have come down 70 percent from the highest level of 2,258 in 2009 to 665 in 2020. The number of deaths has also decreased by 82 percent, which has come down from the highest figure of 1,005 recorded in the year 2010 to 183 in the year 2020. The number of Maoist-influenced districts has also come down from 96 in 2010 to just 53 districts in 2020. The Maoists have now been reduced to just a few areas in 25 districts, which account for 85 percent of the total Left Wing Extremism violence in the country.

The Union Home Minister said that without eliminating it, neither democracy will be able to spread to the bottom nor develop the underdeveloped areas, so instead of being satisfied with what has been achieved so far, instead of getting what is left, try to get it. Need to increase speed.

PM Modi took a big decision for the states

Shah said that Prime Minister Narendra Modi has taken an important decision to bring down the permanent expenditure of the states on the deployment of Central Armed Police Forces (CAPFs). As a result of this, there has been a reduction in the expenditure of the states on the deployment of CAPF in 2019-20 by about Rs 2900 crore as compared to the year 2018-19. He said, “The Prime Minister has continuously reviewed it and is constantly guiding us all.”

Shah said that the central government has taken several developmental initiatives for the development of the states affected by Left Wing Extremism, including the approval of 17,600 km of roads, out of which the construction of 9,343 km of roads has been completed. To improve telecom facilities in the LWE affected districts, 2,343 new mobile towers have been installed and 2,542 additional towers will be installed in the next 18 months. For financial inclusion of people in the LWE affected districts, 1,789 post offices, 1,236 bank branches, 1,077 ATMs and 14,230 banking representatives have been opened and 3,114 more post offices will be opened in the next one year.

Special focus on educating youth

Special attention is being given to opening Eklavya Model Residential Schools (EMRS) to provide quality education to the youth in the areas affected by Left Wing Extremism. A total of 234 EMRSs have been sanctioned for LWE affected districts, out of which 119 are functional.

Odisha Chief Minister Naveen Patnaik urged the Center to study how many children from Naxal-affected areas in the country clear national level examinations like NEET and JEE. Andhra Pradesh Home Minister Mekathoti Sucharita demanded that the Center further improve road connectivity and telecommunication networks and set up more Eklavya schools and post offices in Naxal-affected areas. Union ministers Ashwini Vaishnav, Giriraj Singh, Arjun Munda and Nityanand Rai attended the meeting.
